What Is VRP–GAD PAVES?
Anchored on transformational leadership, VRP–GAD PAVES is a training that develops leadership skills by reinforcing a positive value system, discussing key public accountability laws, and defining gender‑sensitive principles in nurturing a value‑laden culture in the workplace. It complements the broader VRP framework, which aims to establish a graft‑free and value‑laden society through the initiatives of the Council for the Restoration of Filipino Values (CRFV), a CSC‑Accredited Learning and Development Institution.
By the end of the training, participants are able to:
- Appreciate the importance of VRP–GAD PAVES in nation‑building and institutional reform, and articulate how values, GAD, and accountability intersect in their roles.
- Examine and reinforce their own value system in relation to spirituality, love of God, selfless love, respect for self and others, responsible stewardship, and excellence in service.
- Understand and apply key public accountability and GAD‑related laws—such as the Revised Administrative Code, RA 11032 (Ease of Doing Business), and RA 11313 (Safe Spaces Act)—from a values‑driven perspective.
- Propose concrete actions and initiatives that will help build a principled, accountable, and gender‑sensitive work culture in their respective agencies
Training Formats and Duration
VRP–GAD PAVES is typically delivered as a 4‑day face‑to‑face training with 24 training hours, composed of nine sessions and three workshops. This standard design includes modules on Transformational Leadership, Relationship Management, Work Ethics and Excellence in Service, and Public Accountability and GAD/GST, with integrated workshops on laws and values.
