HISTORY AND BACKGROUND
An anti-corruption organization established in 1994 to curb the unabated rise of corruption in the Philippines through the restoration of world-renowned Filipino values that have been eroded by wickedness, greed, covetousness, compromise and sin. |
The Council for the Restoration of Filipino Values (CRFV), a non-profit and non-government organization duly registered at the Securities and Exchange Commission, has been an Accredited Learning and Development Institution (ALDI) by the Civil Service Commission (CSC) since 2017.
CRFV, created in 1994, started working under the auspices of the PNP-Values Formation to implement the Moral Recovery Program of President Fidel V. Ramos. It became an accredited Corruption Prevention Unit in 1999 by the Office of the Ombudsman and later registered as an independent NGO in 2000. As a Corruption Prevention Unit, CRFV advanced its advocacy for a graft and corrupt-free society by raising value-laden and ethical leaders. CRFV was awarded the Most Outstanding Corruption Prevention Unit (CPU) in 2000, 2001, and 2002 until such conferment was discontinued later by the Office of the Ombudsman. CRFV continued its function as a CPU with the Office of the Ombudsman accreditation for Luzon and Visayas in 2007 and 2010, respectively. Since its incorporation, CRFV has already reached more than 160,000 officials and employees in government and private sectors through its various anti-graft and corruption seminars, trainings, and conferences anchored on restoring Filipinos and upholding the Code of Conduct and ethical standards in public service. Men and women of exceptional character and integrity in service who responded to the call expressed commitment to stand for righteousness and justice in the discharge of their duties and responsibilities; hence, it contributes to the broadening of the participation of the citizenry in the drive against corruption and inefficiency in the government. CRFV is the organization that implements the Values Restoration Program. The public-private partnership commenced in 2013 through the then Chairperson Francisco T. Duque III. After his term, the partnership continued as the current Chairperson, Alicia dela Rosa-Bala, reinforced the implementation of the Values Restoration Program. |
DONORS AND PARTNERSCRFV has not been supported by any funding institution or the Office of the Ombudsman since 1996. However, to sustain its projects and activities, CRFV, since its inception, has financed its operations through training and seminar fees.

ACCREDITED LEARNING AND DEVELOPMENT INSTITUTION (ALDI)
The Civil Service Commission recognized the CRFV as an Accredited Learning and Development Institution. As an ALDI, CRFV is qualified to conduct training programs on Human Resource and Organization Development and Leadership Development that are relevant to the duties attached to incumbents of career and non-career positions in the civil service. The certificate was given by the CSC Chairperson Alicia dela Rosa-Bala and Commissioners Robert S. Martinez, Leopoldo Roberto W. Valderosa, Jr., and Executive Director IV Arthur Luis P. Florentin.
