About the Event
The Council for the Restoration of Filipino Values (CRFV) invites public servants, values advocates, values champions, and leaders committed to principled leadership and ethical governance to the VRP Annual Capacity Building XII. This year’s program will be conducted 100% online via Zoom and will center on the theme “Values First, Public Trust Always.”
This annual learning event is designed to strengthen commitment, deepen reflection, and equip participants with practical insights for building and sustaining values-based public service.

Content
The training is designed to guide participants through a meaningful and reflective learning journey, beginning with foundational values principles and moving toward practical application and long-term commitment. The sessions are arranged to build on one another and support a cohesive learning experience.
Public Trust: From Constitutional Duty to Daily Practice |
This session revisits the constitutional principle that public office is a public trust and translates it into the daily responsibilities of public servants. |
The VRO Identity: Safeguarding Stewardship Across Public Service |
This session explores the identity and role of the VROs and values champions as stewards of values, trust, and ethical service across government agencies. It will highlight how they help sustain a culture of integrity through daily example, thoughtful coordination, and consistent reinforcement of public service values. |
Public Trust and the VRO Mission |
This interactive session invites participants to connect the ideals of public trust with the everyday mission of the Values Restoration Officer and values champions. |
Values First: The Risk of Putting Values Last |
This session examines what happens when values are not given their proper place in public service, especially in the areas of accountability, transparency, and public trust. Through reflection on current governance challenges and everyday decision-making, participants will consider how even small compromises in values can affect institutions, relationships, and service delivery. |
Connecting the Dots: How Transparency Drives Public Trust |
Analyze common ethical challenges in government transactions, service delays, and infrastructure management. The participants will dissect real-world scenarios to spot where standard processes break down. |
Values Champs in the Trenches – Practical Strategies for Polarized Times |

Values Checkpoint: A Reflective Session for Agency Renewal |
This reflective session provides a space for participants to pause, assess, and thoughtfully examine the current values climate of their respective agencies. |

From Strength to Strength: The Enduring Values Champions |
This final session invites participants to reflect on the journey of becoming and remaining values champions in public service. It will focus on sustaining commitment, deepening purpose, and carrying forward the mission of values restoration with consistency and resilience. |

Venue & Set-Up
The entire capacity-building event will be conducted 100% virtually via Zoom. This digital setup ensures seamless, nationwide accessibility for Values Restoration Officers (VROs) and champions from various regions, without the need for travel.
A private Facebook group page will serve as the official digital ecosystem for the event. This dedicated platform will function as the central hub for:

- Real-time announcements and program updates
- Downloadable session materials
- On-demand access to video recordings of all sessions for 30 days
- Peer networking and cross-agency collaboration
- Low-Bandwidth Streaming: A simultaneous Facebook Live broadcast will run inside this private group to serve as an instant backup for participants experiencing fluctuating internet connectivity or technical difficulties with the main Zoom platform.
Training Fee, Inclusions, Payment Details
Early Bird: ₱4,500 (by September 30, 2026); Regular: ₱5,000.
For preparatory purposes, we would appreciate receiving the names of all registrants before the event. All registration options include 20 hours of leadership training, summit materials, and a printed certificate of completion.
