The Council for the Restoration of Filipino Values (CRFV) proudly participated in DILG Cordillera's landmark CivicAdemy initiatives, strengthening civil society engagement in local governance across the Cordilleras. CRFV representatives actively contributed to the program's Training of Trainers and official launch ceremonies.

CivicAdemy: Empowering CSOs for Good Governance

CRFV joined government agencies, civil society organizations (CSOs), and Local Research Institutes (LRIs) for the CivicAdemy Training of Trainers (November 24-26) at Plaza Lodge Hotel, Baguio City. The three-day event equipped facilitators with core modules on:
  • Values and Leadership
  • Local Governance
  • Strategic Communication
This collaborative platform operationalizes DILG's Strategic Plan 2023–2028 and the 6th Philippine Open Government Partnership (PH-OGP) National Action Plan.

Grand Launch and MOA Signing

The program culminated with the grand launching and ceremonial signing of the CivicAdemy Memorandum of Agreement (MOA) on November 26. Multi-sector partners formalized their commitment to cascade CivicAdemy modules regionwide, fostering genuine citizen participation, accountability, and shared responsibility.
DILG-CAR Assistant Regional Director Ruperto B. Maribbay Jr., delivering Regional Director Atty. Anthony C. Nuyda's message, emphasized creating an enabling environment for civic actors as equal partners in governance.

CRFV's Strategic Role

CRFV National Director Nathaniel A. Saquiban represented the organization, bringing expertise in values restoration to enrich the curriculum. "CivicAdemy aligns perfectly with CRFV's mandate to restore Filipino values as the foundation of ethical governance," stated Saquiban. "We're honored to partner with DILG-CAR in equipping CSOs for transformative local leadership."

Looking Forward

CRFV commits to supporting CivicAdemy's rollout across Cordillera provinces, ensuring CSO representatives are equipped with values-driven governance skills. This partnership exemplifies CRFV's nationwide collaboration with DILG, PNP, and local governments to promote Matino, Mahusay, at Maaasahan na Serbisyo Publiko.

The Council for the Restoration of Filipino Values (CRFV) marked another milestone with the successful conclusion of its Values Restoration Program (VRP) Capacity Building XI, held as a hybrid event from November 18-21, 2025, at the scenic Tagaytay Country Hotel. Over 100 Values Restoration Officers (VROs) and values champions gathered onsite and virtually from across the Philippines, uniting under the powerful theme "ReBuilding the Nation through Values." This CSC-accredited summit empowered participants to champion integrity and ethical leadership in public service.

A Power-Packed Program Ignites Transformation

The four-day agenda unfolded progressively, blending inspiration, interaction, and action. Day 1 set the stage with registration and leveling of expectations. Day 2 launched with Atty. Brian Keith F. Hosaka's keynote on rebuilding through everyday honesty and responsibility, followed by General Rodolfo S. Azurin, Jr.'s compelling "Moral Infrastructure: Laying the Foundation for Nation-Building," where he positioned integrity as the true bedrock of progress. Dir. Nathaniel A. Saquiban's session on ethical governance and Ms. Ame-Phil O. Saquiban's interactive workshop rounded out the day.

Day 3 featured Dr. Arthur Luis P. Florentin's blueprint for values-based restoration, Mr. Jesus V. Sison on values champions, a dynamic panel with Mr. Jesus Zabala (BOC), Dr. Edwin R. Ferrer (DepEd Dagupan), and Prof. Jesha May C. De La Rama (NISU Victorino Salcedo Campus) on fortitude and community, plus Atty. Joyce B. Balong's call to secure lasting legacies. Day 4 culminated in an integration session, evaluations, VRO Pledge, and commissioning by Dir. Nathaniel A. Saquiban, followed by Tagaytay benchmarking.

Stellar Speakers, Exceptional Impact

Attendees raved about the line-up, particularly Atty. Hosaka and Gen. Azurin. Hosaka's message on lived values earned outstanding praise for relevance and mastery, while Azurin's emphasis on moral foundations as essential infrastructure drew feedback like "discipline, integrity, and accountability are the real foundations of a strong nation". All sessions received exceptional ratings, with the panel sparking strategies on resilience.

Diverse Champions from Coast to Coast

Participants hailed from key agencies nationwide: DepEd Negros Occidental led representation, followed by Northern Iloilo State University (NISU) campuses, Southern Philippines Medical Center (SPMC), Lung Center of the Philippines (LCP), Department of National Defense (DND), DAR units (Cotabato, Davao del Norte, Negros Occidental), DPWH districts, PhilRice branches, NAPOLCOM, DSWD CARAGA, BFAR Region X, BJMP Region VII, and LGUs like Malaybalay.
The flame of values restoration burns brighter than ever. Empowered VROs return to their agencies as champions of integrity, ready to transform workplaces and communities. CRFV remains committed to this mission—join us in ReBuilding the Nation through Values.
